Duterte has called for the independence of his hometown Mindanao from the Philippines as his alliance with President Ferdinand Marcos Jr disintegrated this week over disagreements around efforts to amend the constitution. National security adviser Eduardo Ano said in a statement any attempt to secede "will be met by the government with resolute force", citing "recent calls to separate Mindanao" but without specifically naming Duterte. "The national government will not hesitate to use its authority and forces to quell and stop any and all attempts to dismember the Republic," Ano said. Ano said calls for secession could reverse the gains of government's peace deal with former separatist groups. Philippine armed forces chief Romeo Brawner told soldiers on Saturday "to remain united and loyal to the constitution and the chain of command".

"Canada has a keen interest in building a region that is stable, that is balanced," said Anita Anand, Canada's defence minister. China's Minister of National Defence Li Shangfu had this week declined an invitation to meet Austin at the security summit. "A cordial handshake over dinner is no substitute for a substantive engagement," Austin said in his remarks earlier on Saturday.

REUTERS/Elizabeth FrantzWASHINGTON, April 11 (Reuters) - The top defense and diplomatic officials from the United States and Philippines agreed on Tuesday to complete a road map in coming months to cover the delivery of U.S. defense assistance to the Philippines over the next five to 10 years. Experts say the United States sees the Philippines as a potential location for rockets, missiles and artillery systems to counter a Chinese amphibious invasion of Taiwan, which China claims as its own. Austin said that it was "too early" to discuss what assets the United States would like to station at Philippine military bases under a recently expanded Enhanced Defense Cooperation Agreement (EDCA). The joint statement said the United States expects to boost its allocated spending for EDCA sites to over $100 million by the end of 2023, against a previously announced $80 million. U.S.-Philippines relations have warmed considerably under Philippines President Ferdinand Marcos Jr, and the 2+2 meeting underlined that as the first of its kind in seven years.

Leaders of local governments at the potential EDCA sites have backed the government's decision to allow the United States greater access to the bases, Philippines' defence chief, Carlito Galvez, said in a joint news conference with Kendall. Galvez and Kendall were leading a groundbreaking ceremony for the rehabilitation of the Basa Air Base's runway. The runway rehabilitation is part of $82 million the United States has allocated for infrastructure investments at the existing five EDCA sites.
